Is an HID Conversion Kit Legal in the UK?

A plug-in HID conversion kit is not road-legal in the UK. Putting HID bulbs into a headlamp designed for halogen throws an uncontrolled beam that dazzles other drivers and fails the MOT.

Why?

A halogen headlamp uses a reflector and lens shaped around a halogen filament. Drop an HID burner into it and the light source sits in the wrong place, so the beam scatters instead of forming the sharp cut-off a headlamp needs. That is why the conversion is treated as non-compliant lighting.

UK and international rules require that where a vehicle has HID (xenon) headlamps, they come as a matched, approved unit with automatic self-levelling and a headlamp washer to stop the bright beam dazzling others as the car moves. A conversion kit provides none of that.

At the MOT the tester checks beam image and dazzle, and a converted lamp fails. Cars that left the factory with HID, or a complete approved HID headlamp unit fitted with its levelling and washers, are the legal routes to xenon light.

What decides if it's legal

  • Retrofitting HID bulbs into a halogen headlamp is not road-legal.
  • HID headlamps must have self-levelling and a lens washer, and be a matched, approved unit.
  • A converted lamp fails the MOT on beam pattern and dazzle.
  • Factory-fitted HID or a full approved HID headlamp unit is fine.

Does it depend on your car?

If your car was sold with HID headlamps it already has the levelling and washers, so like-for-like replacement is fine. The problem is only the halogen-to-HID retrofit, which is the same offence on any car.
