HID conversion kits: UK vs US vs Germany vs Norway
Same shape of question as LED retrofits, with the added complication that genuine HID systems carry self-levelling and washer requirements that a kit cannot supply.

Germany again allows a route, but a demanding one: a complete approved xenon headlamp plus automatic levelling plus washers, not a burner in the old reflector.
Why the answers differ
Can you retrofit HID bulbs into halogen headlights?
HID retrofits fail for a reason that goes beyond the bulb. A compliant HID system carries obligations that a kit cannot satisfy: automatic beam levelling so the light does not rise under acceleration, and a washer so a dirty lens does not scatter light into oncoming traffic. Three of these markets simply conclude that a kit in a halogen reflector cannot meet the standard. Germany permits the outcome but demands the whole package, a complete approved xenon headlamp plus levelling plus washers, which in practice costs more than most people expect when they price a conversion. The pattern is the same as LED retrofits, and so is the honest conclusion: where a market allows it at all, it is allowing a headlamp, not a bulb.
