Will a Decat Downpipe Fail an MOT?
A decat removes the catalytic converter, and the MOT looks for it directly. On a car built with a cat, a decat is a straight fail and is not road-legal.
A decat, or catless downpipe, is not road-legal in the UK on any car that left the factory with a catalytic converter. It fails the MOT emissions and cat-presence checks, which makes it a track-only part. A catted downpipe that keeps a working cat can stay legal.

A downpipe is where the big exhaust power lives, but it is also where the catalytic converter sits. Whether it passes an MOT comes down to one thing: is the cat still there and working.
What the MOT actually checks
The emissions test measures what comes out of the tailpipe, and a missing catalytic converter pushes those readings well past the limit. On top of the gas reading, the tester can fail a car when the cat is obviously absent but one was fitted from new. Remove the cat and there is no passing either check.
Catted passes, catless fails
This is the whole difference. A catted downpipe keeps a catalytic converter, usually a high-flow sports cat, so emissions stay within reach and it can be road-legal. Noise is the second trap
Even a catted downpipe can fail when the exhaust is clearly louder than the car was type-approved at, under the MOT nuisance check. So a legal setup needs both a working cat and a sensible noise level. Louder is not the same as legal.
What stays road-legal
