Converting a car to electric is legal in the US, and because it removes the engine it also removes the tailpipe-emissions question that governs most conversions. The real requirements are doing it safely and handling the state paperwork to re-register the vehicle.

Why?

A full EV conversion takes out the combustion engine entirely, so there is no catalytic converter or emissions system left to tamper with. That is why an electric conversion sidesteps the EPA hurdle that a fuel conversion faces; the federal emissions rules no longer have a tailpipe to regulate.

The weight shifts to safety and registration. The high-voltage battery, wiring and controls must be installed to a proper standard, and many states require the converted car to be re-inspected and its title or registration updated to reflect the change of powertrain and sometimes its weight.

So an EV conversion is road-legal when it is built safely and registered correctly. The variation between states is in the inspection and titling process, not in whether the conversion is allowed.
