Are Angel-Eye Headlights Legal in the US?
Angel-eye (halo) headlights are legal in the US only if the headlamp assembly is DOT-compliant. The halo ring itself is treated as an accent or parking lamp, so it must be white or amber, steady-burning, and part of a housing that meets FMVSS 108.
Why?
Headlights are one of the few mods governed federally: FMVSS 108 sets the standard every road-going headlamp must meet, and a compliant unit carries a DOT marking. Plenty of factory and quality aftermarket halo headlights meet it, which is why halos are common on stock cars. The problem is the cheap end of the market, where halo housings are sold "for off-road use only" precisely because they were never certified.
Color and behavior matter too. Forward-facing light must be white or amber in every state, red and blue are reserved for emergency vehicles, and a halo that flashes, cycles colors or rotates crosses into prohibited territory. A steady white halo acting as an accent or parking light inside a DOT housing is the pattern that passes.
So the verdict rests on the unit: a DOT-marked halo headlamp running steady white or amber is road-legal, while an uncertified housing or a color-changing halo is not, and inspection states will flag it. Check the housing for the DOT stamp before buying.
What decides if it's legal
- Headlamp assemblies must be DOT-compliant under FMVSS 108.
- Front-facing lighting must be white or amber, never red or blue.
- Halo rings must not flash, rotate or dazzle other drivers.
- Many aftermarket halo housings are sold "off-road only" and are not DOT-marked.
Does it depend on your state?
The FMVSS 108 compliance requirement and the white-or-amber rule are national. States differ mainly in enforcement: annual-inspection states will check the housing and light color, while non-inspection states rely on traffic stops.
