Is a Downpipe Legal in the US on a Honda Civic Type R?

A downpipe is legal in the US only in catted form. A catted, compliant downpipe keeps the catalytic converter and can be street-legal; a catless (de-cat) downpipe removes emissions equipment and is a federal Clean Air Act violation.

The rule itself is the same whatever you drive: the law in the US does not single out the Honda Civic Type R. What changes from car to car is which downpipe systems actually fit and how they are certified, so that is what this page covers. For the rule in full, see Downpipe law in the US.

Why?

The downpipe carries exhaust from the turbo into the rest of the system, and on many cars it houses a catalytic converter. A "catted" downpipe that keeps an effective, compliant cat leaves the emissions system intact, so it can be street-legal, subject to the same cat rules as any converter.

A "catless" or de-cat downpipe deletes that converter. That is tampering with emissions equipment, illegal under the Clean Air Act nationwide, and a smog-check failure in testing states. California and CARB states are stricter still and expect a CARB-compliant setup.

So the split is clear: catted and compliant can be legal; catless is not. If more flow is the goal, a high-flow catted downpipe is the road-legal route.

What decides if it's legal

  • A downpipe that keeps a compliant catalytic converter can be street-legal.
  • A catless (de-cat) downpipe removes emissions equipment and is a federal violation.
  • In CARB states the cat and setup must be CARB-compliant.
  • It must not defeat emissions sensors or readiness monitors.

On the Honda Civic Type R these are road-legal only with a catalytic converter fitted (a catted or sports-cat downpipe). The catless / de-cat versions are for off-road or track use only.
