A short shifter is legal in the UK. It only shortens the throw of the gear lever, so it touches nothing the road rules regulate, and there is nothing to declare beyond a courtesy note to your insurer.

Why?

A short shifter (or a short-shift kit) changes the pivot geometry of the gear linkage so each shift moves the lever a shorter distance. It is a purely mechanical feel modification: it does not alter power, emissions, lights, noise or the size of the car, which are the things the law cares about.

Because none of those regulated areas are affected, there is no rule against it and nothing that needs reporting to DVLA. The only real requirement is the obvious one: the gear change must still work reliably and select gears properly, so a well-fitted kit is completely fine.

As with any change from standard, some insurers like to have it on record, so a quick note to yours keeps things tidy. Beyond that, a short shifter is road-legal with no strings attached.
