That is why the honest answer is conditional rather than a simple yes. A dual setup that keeps the original mechanical parking brake fully working alongside the hydraulic lever can be road-legal; the common drift-car install that deletes the cable handbrake cannot be used on the road.

Overall braking must also stay efficient and safe. So a hydraulic handbrake is a track and motorsport part first: legal on the road only in the rare configuration that preserves a proper, holding parking brake.
